If you have modified the htaccess.txt file, get the original version from the installation package of Joomla 5.

The htaccess.txt file needs to be renamed to .htaccess - the filename starts with a fullstop character.something didn't go right with renaming htaccess.txt to htaccess.
If you have modified the htaccess.txt file, get the original version from the installation package of Joomla 5.
